Senior Consultant in Social Policy
Introduction
Our Brussels office brings together experts in public policy, evaluation, economics, statistics, data science and behavioral research to deliver high-impact assignments for the European Commission, national governments and international organisations.
The Social Policy team is one of Technopolis Group’s fastest growing practices. We support the European Commission across a wide range of policy areas, including employment, social inclusion, social protection, skills, education, labour markets, equality, the European Social Fund Plus (ESF+), the Social Climate Fund, administrative capacity building and social innovation.
Following the award of several major framework contracts and service contracts, including the new ESF+ Data Support Centre, we are looking for an experienced Senior Consultant in Social Policy to strengthen our growing Brussels team.

About this job
The successful candidate will combine strong analytical capabilities with project management and business development skills. They will contribute to strategic studies, evaluations, monitoring systems, capacity-building activities and policy support for the European Commission, while helping expand our portfolio through proposal preparation and client engagement.
The role offers the opportunity to work at the forefront of European social policy, contributing to flagship initiatives supporting the implementation of the European Pillar of Social Rights, ESF+, employment policies, social inclusion, skills, labour market policies, education and evidence-based policymaking.
Your profile
- At least 5–8 years’ professional experience in consultancy, policy research or applied research, with significant experience delivering studies, evaluations or analytical assignments for public sector clients.
- Strong knowledge of EU social policy, including one or more of the following areas: Employment and labour markets ,Social inclusion and social protection, European Social Fund Plus (ESF+), Skills and lifelong learning, Education and training ,Equality and inclusion and Administrative capacity building
- Experience working for the European Commission or other EU institutions, either as consultant, researcher or policy adviser.
- Demonstrated experience contributing to successful EU tenders and proposal development.
- Excellent project coordination skills, with the ability to manage multiple assignments simultaneously while ensuring high-quality delivery.
- Excellent analytical, research and problem-solving skills.
- Strong qualitative and quantitative research skills, including stakeholder consultation, interviews, surveys and data analysis.
- Excellent drafting skills with the ability to prepare high-quality reports, policy papers and presentations.
- Previous experience in a consultancy or advisory environment is essential.
- Excellent written and spoken English. Knowledge of other European languages is considered an asset.
Your responsibilities
- Manage and contribute to strategic studies, evaluations and analytical assignments for the European Commission.
- Design and implement robust qualitative and quantitative research methodologies.
- Conduct policy analysis, literature reviews, stakeholder consultations, interviews and workshops.
- Analyse evidence and translate findings into practical policy recommendations.
- Draft high-quality reports, policy briefs and presentations.
- Coordinate project teams, timelines and budgets to ensure excellent delivery.
- Contribute to the preparation of winning proposals for European Commission tenders.
- Identify new business opportunities within EU social policy.
- Build relationships with clients, partners and external experts.
- Contribute to the strategic growth of Technopolis Group’s Social Policy practice.
- Support the development of innovative approaches to policy monitoring, evaluation and data analysis.
- Contribute to new analytical tools, dashboards and evidence systems supporting EU policymaking.
- Help shape new methodological approaches across our growing portfolio.
- Coach and mentor junior consultants.
- Share methodological expertise and good practice across projects.
- Collaborate with colleagues across Technopolis Group’s international offices.
